Top Line was founded by Mr. Vincent Wan in 1998, who was the pioneer in road marking industry in Hong Kong. He led the first teams in Hong Kong to carry out thermoplastic road marking works at his former company for over 20 years till 1998, where he saw an opportunity to open up a business and had been running successfully ever since.
